I recently I found a very old laptop I used to own, it's been dead and unused for years so I decided to buy a charger and start it up again. So the charger arrives and I charge it for a while. I turn the computer on and it immediately takes me to an error message (attached below). However, I can't continue past this. Every action I take eventually takes me back to this page. I tried all of the troubleshooting options but it requires me to enter the administrator password, which I cannot remember. I tried factory resetting the computer, and it got stuck at 46 for a while and eventually led to giving me a message stating that the reset failed. I tried running diagnostics. Never made it past 1%. I have no idea what I'm supposed to do, I feel I am out of options.

Hi:
The only suggestion I can offer, would be to see if using the HP cloud recovery tool to make a bootable USB recovery drive works for you.
You can use the HP cloud recovery tool and a 32 GB USB flash drive to create a bootable USB recovery drive that will reinstall Windows, the drivers and the software that originally came with your PC.
Here is an info link for how to use the utility.
HP Consumer PCs - Using the HP Cloud Recovery Tool in Windows 11 and 10 | HP® Customer Support
Since you will have to use the utility on another PC, you will need to enter your notebook's product number in the tool's search window in order to proceed to make the recovery media.
Your PC's product number is: X7V31UA#ABA
