Restoring the directory according to point 5 did not help. When trying to start the HP PC Hardware Diagnostics Window, the message "The Windows Event Log Service must be running" still appears. I checked everything according to points 1 to 4 as well, but no deviation from normal was found.

Try updating version 2.1.0.0 (released yesterday)

old Verison 2.0.0.0 was not working.

Thanks for the tip! That helped. I just had to uninstall HP PC Diagnostics Windows first, because trying to just install the new version over the old one ended up with the notorious message "The Windows Event Log Service must be running".

Everything seems to be OK now.
