Did you install Windows on the new SSD?

New drives do not come with operating systems installed, and the 3F0 error is telling you that no boot device can be found.

The notebook is looking for an operating system to boot from.

Thanks Paul, no windows 11 is not installed as only able to turn on computer and get the pc hardware diagnostics so unable to install anything,

You're very welcome.

Your notebook should be supported by the HP cloud recovery tool which you can use on another Windows PC to create a bootable USB recovery drive that will put the new NVMe SSD you installed to the notebook's 'out of the box' condition.

Here is an info link for how to use the utility.  You will need a 32 GB USB flash drive for this.

HP Consumer PCs - Using the HP Cloud Recovery Tool in Windows 11 and 10 | HP® Support

You can download the software from the Microsoft store:

HP Cloud Recovery Tool - Free download and install on Windows | Microsoft Store

Since you have to use the utility on another PC, the tool can't detect your notebook's product number which is uses to select the correct factory image from the cloud recovery tool database, you have to manually enter your notebook's product number in the tool's search window in order to proceed.

I don't know what your notebook's product number is, so enter your notebook's serial number in the search window at the link below and it should provide the product number for your specific model notebook.

HP PartSurfer

241W3AV is the product number for the general model series and cannot be used for the cloud recovery tool.

After you have found the product number for your notebook, you have to add a #ABU to the right of the product number in order to proceed to make the recovery media.

For example:  5MU48AV#ABU

You're very welcome, Chris.

Unfortunately, I wouldn't be able to help you with that problem and suggest that you take your PC to your local PC repair shop and have them reinstall Windows for you using the steps I gave you.

Many thanks

The supplied file "hp cloud recovery" from the download still refuses to open just asks for permission, which we have tried along with co-pilot to get changed to no avail. using windows 11, is there a fault on the software?
