I need a link to the OEM version of Windows 8.1 that will match the factory installed version on this laptop and recognized by the UEFI BIOS. I've replaced the failed hard drive.

Microsoft pulled those downloads a long time ago. Your best bet is to try to order the recovery disk from HP, which they will sell for a nominal charge.
