Дискретная видеокарта не использует свою память (2 Гб), вместо этого использует только выделенные из оперативной памяти 72 Мб. (Скриншоты делал во время нагрузки (4к видео))

Welcome to HP Community
The HP 15-Bw691ur has the Switchable Graphics Card and uses the Dynamic Mode
By default, a computer with Dynamic Mode switchable graphics uses the integrated, or power-saving, GPU for most applications. The computer will automatically switch to the discrete, or high-performance, GPU when an application requires more performance.
Please refer to this Link: https://support.hp.com/in-en/document/c03048374 for more information
Hope this helps. Have a great day 😊

But the problem is quite different!!! The discrete graphics card does get involved when it needs to, but it doesn't use its 2GB of memory!!! And I would not write if it did not affect the work of the laptop!!! This problem severely limits the performance of the graphics card and laptop in General!!!

I suggest you download and run the HP Support Assistant from this Link: https://www8.hp.com/us/en/campaigns/hpsupportassistant/hpsupport.html?jumpid=va_r602_us/en/any/psg/p...
HPSA will automatically search for all the latest drivers for your Notebook
-
Click My devices in the top menu, and then click Updates in the My PC or My notebook pane.
-
Click Check for updates and messages to scan for new updates.
-
Review the list of updates. Updates with a yellow information icon are recommended. Updates with a blue information icon are optional.
-
Click the update name for a description, version number, and file size.
-
Select the box next to any updates you want to install, and then click Download and install.
Also ensure Windows is up to date.
Select the Start button, and then go to Settings > Update & security > Windows Update , and select Check for updates. If Windows Update says your device is up to date, you have all the updates that are currently available
Keep me posted how it goes

On a laptop all updates of Windows and all updates from hp are installed. I also installed "HP PC HARDWARE DIAGNOSTICS", but when checking the video memory, it also did not reveal any problems. The latest update is also installed on the graphics card. !!!By the way, the integrated graphics card also does not use its memory, it also takes only 72 MB of dedicated RAM, as well as a discrete graphics card!!!

Try these steps
Try increasing the amount of RAM - by increasing the shared memory under system properties > Advanced > Performance settings > Advanced > Change Virtual memory > use the recommended file size for paging.
Make sure the graphics card is not in power saving mode - If you are after maximum performance of you Intel HD Graphics, make sure you have turned off all of its power saving features. That is why in order to achieve maximum performance you have to make sure that your Windows power plan is not on Power Saver, you can use the Balanced or the High Performance power plan. You can also click the Intel HD Graphics driver tray icon (it should be near the clock in the taskbar), select Graphics Properties, then click the Power tab and select Maximum Performance.

1. All power settings I have long adjusted to the maximum performance and also pointed to the emphasis on performance on both graphics cards in AMD settings. (My integrated card is also from AMD as is the discrete card ("AMD Radeon R5 Graphics" and "AMD Radeon (TM) 530")
2. I have a question : "What drivers from hp for the graphics card should I install on my laptop manually, instead of updates from AMD?" (The thing is, updates from AMD don't seem quite right for this Frankenstein.)

You can check for updated drivers from our HP Support site and download them manually. Link: https://support.hp.com/in-en/drivers
