Microsoft Windows 10 (64-bit)

I recently bought an Ultrabook (the model mentioned above) and it's such a nice computer having a Ryzen 7 3700u, however, when I'm trying to do CPU intensive tasks (like rendering a video or loading up models on Solidworks), the CPU clock starts going down to a mere 1.4 GHz (considering that the base clock is 2.3 GHz) and performance drops considerably without the CPU reaching its throttling temperature (it gets to 75°C). I have tried changing the fan setting on HP Command Center but it didn't work at all and putting a fan below kind of worked, getting limited at around 2 GHz, which is still below the base clock. I'd like to know what would you guys advice. I really don't want to touch with the internals because I don't want to mess with the warranty and I don't have a T4 screwdriver, so...

That is due to heat, when CPU gets hot, it will slow down even shut itself down. Please allow your machine runs cooler, the following devices may help
