Hi, I would like to ask if it is possible to mount a latest generation Intel core i5 CPU on this laptop

Your HP 250 G8 Notebook PC (1T4J6AV), according to: https://kaas.hpcloud.hp.com/pdf-public/pdf_2728968_en-US-1.pdf, appears to have the processor incorporated (fixed) into your system board. Meaning, if you want to replace the processor, you'll have to purchase another system board.
