Is it possible to set HP Officejet Pro 8135e All-In-One Printer to print on "draft" qualilty permanently without setting it on "draft" each time I want to print?

The answer:
1) Yes, at least to the extent that your print actions (apps and software that you use) recognize and respect the customization created in Printing Preferences. What else? Most print dialog settings can be selected and then saved into a Custom Shortcut for later use -- there are possible exceptions and some combinations cannot be combined. Set it how you want, Save, Test.
2) The Embedded Web Server (EWS) includes "Default Print Options" and when supported by the printer model - settings in Scan that can be adjusted to prefer (default to) file size output. For example, setting the output file to "small" reduces the overall quality of the scan a bit and creates a smaller file size when the content is saved.

1) Printing Preferences
When you have the full driver printer software installed,
You will have access to the full range of Printing Preferences.
Create a Custom Shortcut using a "starting" template (one of the available shortcuts)
In this instance,
Perhaps start with either the shortcut for "General Everyday Printing" or perhaps "Fast / Economical Printing".
The "Fast" template has "Draft" pre-selected in Print Quality --
The "Everyday" template can be edited to change Print Quality to "Draft".
Check / Adjust the settings in each tab and sub-menu
Click "OK" or similar to close / save changes in each menu and return to the main menu.
Next
select Save-As / Create new Shortcut (wording might vary)
Enter a name for your new Shortcut and Save it.
Leave your new shortcut selected as you exit Printing Preferences.
It will "stick" until you change it for another shortcut.
Next,
Edit Printer Properties to change the Default (preferred) Shortcut for all Jobs.

Select Printer > Printing Preferences
Windows 10
Settings > Devices > Printers & scanners
Select Printer > Manage > Printing Preferences
Next
Tab Printing Shortcuts
Select / Highlight your preferred Shortcut
Click Apply > Click OK to exit
Optional - Additional Setup / Information
Make changes to a Shortcut (Model Dependent)
Select starting Shortcut (locked / template or custom)
Adjust the settings for paper, source (tray), other settings
Check all sub-menus in all Tabs
Click OK to save / leave sub menu
Custom Shortcut
On the main Preferences menu,
Save the edited shortcut or use “Save As” or “Create Custom Shortcut” to save as a new / different file name
Click OK to save the setup
