I can't open settings on my PC the blue screen comes up for around 4 sec then disappears. I have contacted Windows help and created a clean install USB but I'm unable to load it as when it comes to where I want to put it there are no drives available. The advisor said the hard drive is not connected then asked me to take it out and clean but I'm still able to operate and play games on the PC.

If this is a fairly new PC, then it came with UEFI instead of BIOS and the default setting for UEFI is to have Secure Boot turned on -- and that will prevent you from booting from anything other than the internal OS already installed. It's probably not seeing the drives for the same reason.

 

Go into the UEFI settings and disable Secure Boot and see if that helps.
