Changing Windows System Font sizes that do not respond to scaling or make text bigger

How do I change Windows system fonts size that do not respond to custom scaling and ease of access make text bigger? The problem is that some Window system menus still come up at different and very small sizes like device manager, system information, windows trouble shooter. Having different fonts sizes can cause headaches, neck strain, and back pain (leaning in and out) to those with presbyopia. I recall in older versions of windows we had more ability to customize fonts of menus and such in display setting then now.

Try this method:

select an item: Tap on the touchpad. Scroll: Place two fingers on the touchpad and slide horizontally or vertically. Zoom in or out: Place two fingers on the touchpad and pinch in or stretch out.
