My laptop is about 1 year old. I only use it for browsing and watching movies. Even if my cpu usage is under 30-40% and i am on battery saver, my fans are operating in almost or even 100% and are very loud. However when i switch to DC power only then after a while the fans stop working and the laptop is quiet. Why is my laptop so loud and how can i make it quiet? Thanks in advance.

When you say you are switching to DC power, you mean you are disconnecting the charger and running on battery, right?
Then, my guess is that, like most laptops running Win10, your came preconfigured with a power plan that reduces performance when not connected to a charger. That would cut back on the processor performance, which would cool down the processor, which would reduce the heat load -- and slow down the fan.
You should go into Settings --> Power and check the various plan settings.
