It is hard to say???
Most of the time there is the option listed in the manual, but yours does not???
Your manual here:

Hi @THEMAGNAMAN
You can not use Intel Optane in your notebook as there is no M2 PCIe slot to place the Optane memory.
We can see this on page 3 of service manual:
http://h10032.www1.hp.com/ctg/Manual/c05226489
The best choice for you is to replace the 2.5" hard drive with a 2.5" SSD such as the Samsung 860evo or similar. You can then migrate an image of the old drive to the new one. You can get an external housing for the old drive and use it as an external drive.
Example of SSD:
On page 43 of service manual you can see the steps to replace the drive.
Let me know if you need further help,
David

Yup no SSD was a bit of a mistake:
I was going to suggest this one but @iomare has pointed out a cheaper one:
Like-New-Laptops is my companies eBay store: "PLUG"
Until you decide on a new drive you may want to try this:
First thing would be to do a Disk Cleanup.
Check everything except Delivery Optimization Files
Then do a Disk Defrag. “OPTIMIZE”
Then go to Advanced System Settings.
In the Performance box click on SETTINGS.
Click on Adjust for Best Performance.
Click on APPLY.
Then click on the ADVANCED tab.
In the Virtual Memory box click on CHANGE.
Uncheck everything except Custom Size:
Set Initial Size (MB): to a number higher than Recommended:
Then set Maximum Size (MB): To a number higher than the Initial Size (MB)
Click SET, OK and reboot.

Quite expensive used SSD you linked and since the Samsung 860evo is probably much better, I would go with that.
Optimization is not going to help a great deal, however replacing the mechanical drive with SSD will give major benefits, the one I linked above is considered best prize performance 2.5" SATA3 SSD.
The initial question however was if Optane memory will work and the answer in a simple way is, no it will not.
All the best,
David

I'll have to talk to the eBay team about that price:
It is a bit high.
And yes as the Requirements for Intel® Optane™ Memory stated the laptop does not meet the base requirements to run Intel Optane memory?
