HP Omen 15 CPU stuck on 0.8-0.9 GHz under load

Recently my Omen CPU i7-9750h started to stuck on 0.8-0.9GHz uder load even with 65-70 degres temperature, and going up to 2Ghz sometimes when it's just doing nothig, Power option is on 100%, everything is up to date. Before this problem appear it was normaly working on 2.49-2.59GHz and under heavy load 4.3-4.49GHz without any problem. I saw people using Throttlestop so i also tryied it, but all options was locked. I checked everything and couldn't find any solution.

Don’t worry, I assure you I will try my best to get this sorted.
I recommend you update the BIOS and the graphics driver from the below link and check whether the issue is resolved.

Well, let's start form begining, i updated bios from this file, but if you read my messege, it was already UP TO DATE, nvidia driver is UP TO DATE, and for some reason windows don't detect intel graphic card at all, from the begining of use. After hibernation problem is dissapearing, but after restart it's appearing again.
