So I decided to use the HP cloud recovery tool as always to recover my pc but this time something unusual happened, after I finished downloading I booted the USB as usual entered the HP recovery manager and started as usual . after it formatted my hard drive it started to restore files to hard drive but at 0% an issue occurred it just stopped and said "in most cases recovering the hard drive will fix your problems visit HP support if the problem continues" pls I do not know what else to do because HP cloud recovery is always my backup if a clean installation of windows 11 fails to work due to "no new devices were found" please someone help me as I am stuck and have no idea what to do .

You should be able to clean install W11 by making a bootable USB installation flash drive with the media creation tool from the link below (2nd option).
Download Windows 11 (microsoft.com)
When you get to the part where you are asked, 'Where do you want to install Windows,' it will most likely inform you in substance that Windows can't find any drives to install on.
I have zipped up and attached the Intel storage controller drivers that Windows needs to find the drive.
Copy all of the files in the driver folder in the attached file to a USB flash drive.
Have the flash drive and your Windows installation media plugged into USB ports.
Boot from the W11 installation flash drive.
When you get to the screen where no drives can be found, click on the Load driver option, browse to the flash drive with the storage controller drivers on it.
If you check the box, it will only include the compatible driver.
Click Next and Windows should find the drive and install.
