The main issue is I don't know if it's a hardware issue, or drivers or maybe even something else. As said in the title, my issue is that my HP pen only writes when I lift it off the screen. It still tracks my motion when hovering over the screen, but the actual "Ink" is only placed when I lift the pen. I think the problem lies with the pen as it's the same issue in OneNote and Microsoft Whiteboard. Maybe my drivers are out of date but all of the HP sites I've found to update them are no longer active.

Fixed it with a restart. I'll still leave the post up if someone finds a more permanent fix.
