I have an older AMD desktop and it runs something known as AMD Cool-and-Quiet -- which causes the processor to slow down when not needed. I like this because it causes it to run cooler, thereby extending its useful life.

You should check to see if you have this on your PC.

Disabling it MIGHT allow your processor to run faster on a routine basis -- it's worth a try.
