If the system can boot then do the reset as described

it you cannot boot then you need to do an install of windows that erases all data.  The "clean install"

 

If you cannot do either of the above then you will have to remove the drive, attached it to a USB adapter, plug into another PC. format (scrub) the drive and then put it back in.  Possibly you can work out a deal with the shop to send it your laptop without the drive and then put in back in when you get the laptop back.
