Microsoft Windows 8.1 (64-bit)

I recently reset my laptop and it keeps showing up when I try to open my tor browser file missing api-ms-win-crt-enviroment-|1-1-0.dll and I've went online and extracted that file and placed it in system 32 but this does not fix the problem because more and more kissing files come up and I eventually downloaded them all and another problem came up so what can  I do?

The reset must not have completed properly -- which seems to be a common problem.

 

What was the issue you were trying to solve by doing the reset?

The laptop had became increasingly hard to use became slower and slower due to unsafe downloads on it and It barely loaded a web page and I had very good internet at the time so it was definitely on the laptops side, I have reset the laptop three times now fully and it still has the same issue where those files are missing and it's becoming infuriating it makes me want to scrap the laptop, I'm hoping I can find a solution here that actually works, thanks for your reply.
