Hp laptop

So I bought a laptop off gumtree awhile back. The original owner didn’t remove her login, so I had to create another one. (I have proof of purchase, cause this seems dodgy) 
Everything was running smoothly until I couldn’t access or use applications like word, or PowerPoint. I tried to re download windows 10 but I couldn’t as I wasn’t the original admin. So I decided to reset the laptop in an attempted to gain full control over it. I did the reset where it deletes everything. I’m not 100% sure if it finished the reset or not. But it just kept showing the hp load up screen, then going black, then looping over again. 
I’ve run the power off > power on > esc > f2 (I think) > system test > quick test. And it passed. I haven’t had any “error” pop ups. I’m not quite sure what I should do next.

If your PC is a 2016 model or newer, you should see if you can make a bootable USB recovery drive using the HP cloud recovery tool on a working PC.

The recovery drive can then be used to install Win10 and the HP drivers and utilities that originally came with your PC.
