Operating System: Microsoft Windows 10 (64-bit)

I am not sure this is an HP problem.  I think it is more of a windows 10 problem. here is the issue.

when I turn my laptop on the windows welcome screen comes on. Under the user name it says Login.  When I tap on Login the welcome screen come back on, displaying Login under the user name.  On the bottom right of the welcome screen, it shows two users, and if I select the other user, it does the same thing.  Is there a fix for this?
