My laptop came with Office 2013 pre-installed, I had to re-installed WIndows due to instablity, but Office wasn't there afterwards. I need to download and re-install Office 2013, but don't have a product key. How do I get the product key associated with Office 2013 that was pre-installed on my HP laptop?

The factory restore generally restores all the stuff that came preinstalled with the PC. Since yours did not, there is nothing we can do for you about that from here, as we have no access to preinstalled components.
You could check with HP Customer Support to see if there is anything they can do for you.

In my opinion he didn't do a factory restore, but reinstalled Windows from scratch. That's why he doesn't have Office anymore.
In that case the only thing he can do is buy a licence.
Btw, if it came fully (full version Office) factory installed, shouldn't there be a licencekey label on the back of his laptop?

Depends on the version he bought.
If he got a "local" version, then there should be a sticker or a card with the product key. But the sticker might be in the laptop compartment, and the card might have been lost.
If he got the "CTR" version, there is no local sticker and he would have to check the email from MS for the product key. IF he can't find the email, then he is in the same boat -- no key.

That's correct.
But I wonder if he had a fully licensed Office pre-installed.
My g7 also had a preloaded image of Office 2010, but you still needed to purchase a key to get it fully functional.
In his case I don't think Microsoft will be eager to hand him over a licencekey. He will have to prove he had a fully functional/licensed Office product.
An advice I always give: write down or backup your licencekeys and store them somewhere safe. In the event of a failure and you have to reinstall everything, a least you have your keys to activate the software.
