My hard was damaged and windows lost

Pavilion dv6-6b10er
Microsoft Windows 7 (64-bit)
My hard drive is damaged and all information is lost. My laptop does not support cloud recovery (I checked by product ID - A5F31EA).
On the Microsoft technical support website, I checked the my Windows serial number and received the answer - "Contact the laptop manufacturer".
How can I get the original Windows to install on my new hard drive?

HOW do you KNOW that ALL data is lost from your hard drive? 

 

IF it spins up, there are third-party utilities, some free, that can be run to recover some of the data.

I am not interested in data. I'm interested in a licensed OS. There was a licensed OS on my laptop, I have an OS license code on the laptop case. Where can I get an OS that I can activate with my license code.

That's an issue -- as HP stopped providing Recovery Media for Win7 some years back.

 

There are third-party links to OEM ISOs on the Internet, but I don't have that information.

 

If someone else comes along with those links, then you will be able to go to the site, download an ISO file and create your own DVD or USB stick from which you could then restore your PC.  You should have exercised the option when the PC was working to create your own FREE recovery media, as HP provided a utility to do that.
