I would also like to add that this is an issue for me with my Spectre x360 as well. Every reboot requires me to open the myHP app and revert to balanced from smartsense, as smartsense thermal throttles the gpu even though temps are 40-50, and causes fps to drop by 85-90% if not more. Switching to balanced fixes the issue but I have to manually do this every single reboot. Is there any other application or command to manually switch the EC/firmware chip to Balanced settings by default? This myHP app is also incredibly hard to find on the microsoft store and could one day be removed and make using this laptop impossible. 

Could files be provided to manually change this locally or even added to the bios screen so that settings could be changed from there instead of through a UWP app? Thanks.
