I've been using an HP Pavilion laptop that has started experiencing declines in performance a few months ago. The entire operating system(apps, GUI, cursor, etc.) would experience drops in FPS(down to 1-2) every minute or two. This happens in all battery usage settings when not charging. I've tried to solve this issue for a while, but to no avail. Below are my PC's specs along with some solutions I've tried:

Check Power Plan Settings
- Open Control Panel > Power Options and ensure you’re using the Balanced or High-Performance plan.
- Go to Change Plan Settings > Change advanced power settings.
- Under Processor power management, ensure Minimum processor state is set to 5% for battery and Maximum processor state is set to 100%.
Inspect and Adjust Thermal Settings
- Download a tool like HWMonitor or CoreTemp to monitor CPU and GPU temperatures.
- If temperatures are high, clean the laptop vents and fans using compressed air. Consider using a cooling pad.
- Check the BIOS for fan speed settings and ensure cooling is optimized.
Update AMD Graphics Drivers
- Visit the AMD website and download the latest drivers for the Ryzen 7 7730U and Radeon Graphics.
- Perform a clean installation of the drivers using the AMD Cleanup Utility before reinstalling.
Test Without Third-Party Software
- Boot your system into Safe Mode and test for FPS drops.
- If the issue doesn’t occur in Safe Mode, a third-party application or driver might be causing the problem. Use Task Manager to identify high-resource usage apps and disable or uninstall them.
Disable Battery Optimization Settings
- Go to Settings > System > Power & Battery.
- Under Battery saver, disable any battery optimization features that may limit performance while on battery.
- Ensure Processor performance boost mode is enabled in advanced power settings.
