Welcome to the HP Community.

 

The red dot is on the keyboard Touchpad.

Press the dot firmly to toggle (switch) the TouchPad ON or OFF.

It is a nice feature that lets you switch off the TouchPad if it is bothering you, for example, while you are typing.
