I just bought from a pawn shop any time I go to personalize it says you need to activate windows so I try to hit activate windows and it does nothing

Considering the source for purchase, it would be advised to do a free install of Windows and start with a clean slate.  Without any identifying info about the model or the Windows version, help will be sketchy.  Assuming Windows 10, with a working PC, go here and make the install media.

https://www.microsoft.com/en-us/software-download/windows10

Scroll down to the "Using the tool to create installation media" and follow the directions.  Then use this new media to install Windows 10.
