Operating System: Microsoft Windows 10 (64-bit)

Windows 10 power plans missing (Balanced only plan available) … Tried a fresh Windows install but still only the "Balanced " power plan available … Any thoughts ?

Ideally, you should be able to use "Create a power plan" or "Change plan settings" to adjust / create your own Power plan.

Control Panel > icon view > Power Plans
