As far as I know, any new HP PCs come with Office 365, not Office 2016, and even then, it is a trial version and does not support activation, as such.

If you are convinced yours is Office 2016 and you ordered that with your PC from HP, then you will have to contact HP Customer Support to deal with this as we have no access to activation information from here.
