All the users need to be using the SAME copy of Windows -- so creating new partitions for Windows for each user for them to use Windows is not going to work.
When you create a User account, all of their personal files go into their own directory and other users can not then see those files. That is how Windows manages multiple users.
You CAN create individual DATA partitions for each user, but by definition, whenever ANY user logs into the PC, they will see ALL the data partitions by default. So, creating a bunch of partitions is not going to work well -- as you would then have to go to a LOT of trouble to both allow ONLY one user to access each partition, while at the same time, denying access to ALL the other users.
