After going through Adobe tech support, they narrowed it down to graphics drivers incompatibility. The spectre has two cards: intel uhd and nvidia mx150 (on mine). There's some issue that causes the graphics drivers to crash Premiere.
The workaround is to disable your intel uhd card in the device manager before opening premiere. Hope this helps!

I recommend you update the bios and the Intel graphics driver from the below link and check if it helps.
If the issue persists, I recommend you contact HP phone support to further diagnose the issue.

Updated bios, updated drivers, reinstalled windows under instructions from HP customer support and issue still persists.
How can HP sell a laptop aimed at media professionals when it doesn't even work with basic media software?

I am having the same issue with the Spectre 13 inch, which runs the intel (r) Graphics UHD 620. The graphics card crashes Premiere every time. Adobe tried installing earlier versions of Premiere, but it didn't help: the app still crashes. I have the same question: given that HP bundles Adobe video editing software on its machines, how can it sell top of the line machines that crash when running Adobe's main video editing software?

6 months later and still no resolution... I've resorted to just toggling the Intel Graphics driver on and off whenever I use premiere. The problem with that is that other programmes start lagging when you play video.
The fact that they can still sell laptops with the software installed when the issue can be replicated every time is insane. I like the build of the laptop a lot but I highly doubt I'll ever buy another hp laptop again.

So if I understood what you are saying, Adobe Premiere works when you use the NVidia GTX 1050 but crashes if the Intel UHD 620 is enabled?
