I tried to run the command prompt and all I got when I typed in the first line is "cannot find path"... I guess I don't know how to open the "administrative-level" command prompt." How do I do that?

Into the input-area on the bottom-left of your Windows screen, type 'CMD', but do not press ENTER, just yet.

Windows will pop-up a menu, along the left edge of your Windows screen.

The top-most item in the menu will be 'CMD'.

Click on it with the RIGHT mouse-button, and choose 'Run As Administrator'.

A "black" window will open.

 

Type: CD  "C:\Users"

and press ENTER.

 

Type: DIR

and press ENTER.

 

You should see your Windows account-name.

 

Type: CD  "your-account-name-goes-here"

and press ENTER.

 

Type: CD  "AppData\Roaming\Microsoft\Windows\Cookies\Low"

and press ENTER.

 

 ... and so on.
