  Recently I was sent a ransom email which claimed to have taken compromising footage & threatened to send it out to everyone on my contact list. I suspect it was fake, but I would like to know for certain if my computer had been hacked.

  I rarely use the web cam, so if there are logs anywhere which list timestamps of the camera's access, that would be perfect.

Sorry, by defalt no such log for webcam, You can try application logs such as Skype or similar. The following article may help you to avoid webcam hack

   It seems unlikely that the computer was compromised regardless. I get a lot of scam emails, but this was the first one that took the webcam claim. I reported the scammer to the Internet Crime Complaint Center and deleted it.
