I have an Envy X360 that I just bought. The only USB-C ports for charging are on the right side and the charging cable gets in the way of my mouse pad. Can I get a USB-C to USB adapter and use the USP port on the left side to charge it?

No, USB-C to USB adapter won't charge your machine. You have to arrange charging cable to go free your mouse pad for example wrap it to come from behind your machine
