Microsoft Windows 10 (64-bit)

I have a HP Envy x360 2-in-1 notebook that has recently been experiencing a massive drop in rate rates in games even when plugged in. It has a MX150 GPU and a Intel i5 8th gen CPU, which when playing something like Destiny 2 on the lowest settings only use about 55% and 40% of their respective capacities and only getting frame rates ranging from 9 - 30 FPS.

I've seen a lot of demos of people playing a lot more graphically demanding games with the same specs as my laptop without any drop in frame rate. Is there something I'm missing that's holding my laptop back from running smoothly?
