G'day, I am yet again experiencing a loss of output from my laptop's HDMI port.
I was using my Huion Kamvas 13 drawing tablet with no issues until I lost video signal entirely.
Windows does not detect a second display. I have tried updating all my drivers including the system BIOS via HP's diagnostic tools. I have also plugged my laptop into other displays like a TV and desktop monitor, with no video output or display detected either.
My drawing tablet's USB cable receives and transmits drawing input, just the display itself has no signal.

I am using the multicable with split hdmi, usb and power inputs.
The combined USB-C cable does not work at all on my laptop when it is plugged in although I have tried it again while diagnosing this issue.

I have suffered this problem 2 months ago and I fixed it by reinstalling the entire OS and all the HP drivers from scratch. I don't want to have to do that again, and I am hoping to find an easier solution. I use this tablet for my work and it is crucial I get it up and running ASAP.
I am suspecting it is a driver or software issue rather than a hardware issue, although I'm not ready to rule out either possibility.
I'd greatly appreciate any assistance or advice.

I appreciate your efforts to try and resolve the issue. 
Don't worry as I'll be glad to help, I have a few troubleshooting steps we could try to fix the issue: 

Firstly, perform Windows Update and HP Support Assistant: (do not skip any troubleshooting steps if you feel steps are repeating) 

To check for updates now, select the Start button, and then go to Settings  > Update & security  > Windows Update, and select Check for updates.

Install updates from HP Support Assistant: Go to Download HP Support Assistant to install the tool.

  1. To open HP Support Assistant, double-click the HP Support Assistant icon .
  2. Click My devices in the top menu, and then click Updates in the My PC or My notebook pane.
  3. Click Check for updates and messages to scan for new updates.
  4. Review the list of updates. Updates with a yellow information icon are recommended. Updates with a blue information icon are optional.
  5. Click the update name for a description, version number, and file size.
  6. Select the box next to any updates you want to install, and then click Download and install.
