My pavillion Laptop flickers when started up any time the mouse or touch-pad are used.  

Screen will blank out.

If re-started using the touch screen it will usually work OK after the reboot.

This happens every startup.

Try these steps:

Update the Display Driver

  1. Go to the HP Support website and download the latest drivers for your laptop model.
  2. Install the updated display drivers on your laptop.

Check for Windows Updates

  1. Go to Settings > Update & Security > Windows Update.
  2. Check for any available updates and install them.
  3. Restart your laptop after updating.

Adjust Display Settings

  1. Right-click on the desktop screen and select Display settings.
  2. Verify that the display settings are set to the recommended resolution and refresh rate.
  3. Sometimes, decreasing the refresh rate can fix the flickering issue.

Disable Hardware Acceleration in Browser

If the issue occurs while using your web browser:

  1. Open the browser and go to Settings.
  2. Find the Advanced settings and disable Hardware acceleration.

Perform a Hard Reset

  1. Turn off your laptop.
  2. Disconnect any external devices and unplug the power cord.
  3. Press and hold the power button for 15 seconds.
  4. Connect the power cord and turn on your laptop.

Test in Safe Mode

  1. Restart your laptop and keep tapping the F8 key as it boots up.
  2. Select Safe Mode with Networking from the Advanced Boot Options menu.
  3. Observe if the screen flickering issue persists in Safe Mode.
