I would like to buy a new monitor but I'm not sure. Does my laptop (HP Pavilion 15-bc021tx) support an external monitor at 4K 60Hz?

Don't worry as I'll be glad to help, After reading your post, I did go through the Maintenance and Service Guide of your product and found that this model computer HDMI v2.0 supporting up to 4096 × 2160 @ 60 Hz.
