Product: HP Pavilion 15-ec1
Operating System: Microsoft Windows 10 (64-bit)

This isn't so much a question as much as it is a notice to the public.  HP seems to have issues with their USB-C to HDMI on both their Pavilion and Envy models, dating back a few years apparently.  This means you'll have to return that expensive adapter you're trying, as currently the USB-C works for data only and can not be used as a display port.
