HP Spectre video streaming stutters and freezes

Video constantly freezes and stutters when streaming HBO Max or CBS All Access.  Happens on home wifi as well as when I use my telephone hotspot.  Ive tried clearing cache, browser history, cookies and optimizing drive to no avail.  Rebooting sometimes helps for a few minutes, then it starts stuttering again.  All drivers are up to date.  Anyone else with this problem?

I notice that you are using WiFi all the time for streaming -- and that is generally NOT going to work well, especially if you are streaming modern HD content. 

 

I stream over an Ethernet connection to my laptop and even then, 720p is the highest resolution I can go without lag or stuttering.  Trying 1080p (HD) results in the same issues you have.

 

IF your laptop has an ethernet jack, then I would connect that to your router and retry streaming to see if that works better.  If it does, that is how you would have to do the streaming.
