We have a central processing area where we have 3 40" TVs running 1920 x 1080 at 60Hz resolution connected to an HP USB-c G5 docking station.
Everyone that has an HP 845 can extend their Windows 10 desktop onto all 3 TVs.
But the people with the 840s, can only use 2 of the TVs; the 3rd remains blank.

Is there a newer dock or a 3rd party external device that could drive the video signal from the 840 model notebooks to all 3 TVs?

What is the generation of your HP 840 machine. The HP USB-C G5 dock has 3 video out ports you can use all 3 ports to connect to 3 FHD monitors (in your case 3 FHD TV's). Your TV's may not have DP ports, you can use direct DP (from the dock) to HDMI (TV) cable to connect.
I did not have 3 FHD TV's for my test but I could easily connect 3 FHD monitors to my HP USB-C G5 dock using my HP 840 G5, my HP Envy 15-ee0047nr and Dell Inspiron 13" machine.
Note: Do your TV's have port (or ports) to support input from computers ?

Interesting.
The 840s range from G5 to G8.
As I said, the 845 work without a hitch, but once the HP 840s plug in , (I think they range from G5 to G8 I think), one of the monitors stays blank. I'm not at work right now, but I believe it's usually one of the DP to HDMI that won't work when a 840 is plugged in.
We run 2 DP to HDMI cables and 1 HDMI to HDMI cables from the HP Hub to 3 TCL 40" TVs with HDMI ports, we get resolutions of 1920 x1080 @ 60Hz - which is acceptable.
