you could check the application settings used to view the pics,
try windows photo viewer or image viewer.
if the screen is blurry while watching a video or just on your notepad while your reading through any text as well.
the best way to identify this issue, is to check with an alternate monitor, connect your pc to either a TV/projector if you don't have any monitor laying around.
using Fn+F4 to switch between screens, once you've connected the alternate display.
if the lines appear on that screen as well : perform the driver update to resolve the issue OR re-install OS to factory defaults.
If the lines do not appear on the other screen : contact HP for an LCD replacement via 1800-474-6836.
