please help me to solve issue with LCD dim after power cord disconnection.

I see that brightness is set to maximum.

 

Where to set "real" brightness level?

That is normal. Screen is the most hungry power on laptop therefore to save power it will automatically reduce brightness of screen. Please use the following  way to set this up

On Step 3, your machine may not have all options for Display.
