What exactly seems to be an issue with the screen?

Have you checked for any physical damage on the notebook. 

Have you tried to connect this laptop to an external monitor and check if the issue persists. 

Alternatively, you can check if the issue persists in the Bios screen.

 

If the issue persists in the Bios then this could be a possible hardware failure. 

 

If the issue does not persist on the BIOS page try updating the graphics, chipset and BIOS on the PC to the latest version.

 

Uninstall the graphics driver from device manager and install the latest version of BIOS,chipset and graphics drivers on the PC using the HP support assistant.
