my elitebook display wont stop moving up and down, ive tried to change the driver, uninstalling it and reinstalling it and even resetting my whole computer.

This is most likely a hardware issue -- and all of the stuff you did will have no effect on this, as you probably have noticed.

 

To confirm this, hook up an external display.  If the shaking happens there as well, it is a failing video chip and that can not be replaced.

 

If the shaking does not happen there, it is a failing laptop screen and while that can be replaced, the cost is usually more than simply replacing the laptop.  You would to check locally with a laptop repair shop to get a repair estimate.
