Unfortunately all the suggestions above have been tried but with no success.

The webcam is recognized by the operating system and the applications that need to access it such as the native Camera App in Windows and also YouCam.

When you open any of such applications it appears to switch on the webcam. You can clearly see the indicator light by the webcam turning on and staying on. However there is no feed in the application, no picture and no video.

Let me insert a screenshot so you get a better understanding of the issue.

You can see the white dot by the webcam camera indicating that the webcam has been activated.

However this is no picture or video showing in the application.

This happens with all laptops of the same model within our organization. So it is not limited to one single laptop. All the HP ENVY Notebook - 14-U213cl (ENERGY STAR) laptops we have are having this issue.

 

Please advise.

Just a query: the webcam may have a lens cover. If yes, please slide the cover to allow its lens to "see".
