New HP Active Pen G3 not writing on New Elitebook 830G7 touch screen running Windows 10

HP Recommended
Elitebook 830G7 with HP Active Pen G3 rechargeable
Microsoft Windows 10 (64-bit)

I purchased the pen from HP based on product number relayed by HP support.  The PC touch screen recognizes a finger and writes, but the Active Pen does not write.

HP support on U tube suggests downloading the HP Pen Control App from the MS store, but the app does not download, says it is incompatible.

Pen is charged and paired, and on the list of bluetooth devices known by Windows.

Is this HP pen actually compatible with my new HP PC?
