There is a glowing light next to the power symbol, but the screen is blank. I can't turn off the computer (nothing happens when I hold the power button down), the battery cannot be removed, and trying to connect another monitor to the computer gave no success (it checked for a connection briefly then said no signal).

Thank you for visiting the HP Support Forums and Welcome. I have read about your HP Stream 11Notebook and getting a blank screen on startup.I would like to help you resolve this issue.
However, I will need a few details to provide an accurate solution,
- When did this issue start?
- Did you do any hardware or software changes?
Reset a laptop
Turn off the computer.
Remove the computer from any port replicator or docking station if it is connected.
Disconnect all external connected peripheral devices such as USB storage devices, external displays, and printers.
Unplug the AC adapter from the computer.
Press and hold the Power button for 15 seconds to reset.
Plug the AC adapter back into the laptop computer, but do not connect any of the peripheral devices.
Press the Power button to turn on the computer.
If a startup menu opens, use the arrow keys to select Start Windows Normally, and then press the Enter key.
After Windows opens, reconnect each peripheral device that was disconnected, one device at a time, until all devices are reconnected.
If the notebook turns on, perform a BIOS recovery.

I've removed anything plugged into the computer already. I don't know what an AC adapter is but there is nothing plugged into the computer itself. There's no way for me to remove the battery at all and, again, if there was something I could unplug it's out

They might have multiple options to help you on this.
1) Click on this link - www.hp.com/contacthp/
2) Click on "Continue as guest".
3) Enter the serial of your device.
4) Select the country from the drop-down.
5) Click on "Show Options".
Fill the web-form. A case number and phone number will now populate for you.
