Supplied Stylus/Pen not charging (L85659-001)

Spectre x360
Microsoft Windows 10 (64-bit)

I have tried using both third-party charging block as well as HP-supplied USB-C cable connected to my Spectre to charge the stylus/pen that came with the computer. The light hasn't been shining at any point no matter the state of charge, and I can't figure out how to get it to work and connect otherwise. What should I do?
