We have no way to access or diagnose your PC from here -- so we can not tell you what is wrong with it.
You would need to connect an external monitor.
If the video artifacts appear also on the monitor, that implies that the video chip is failing as it would drive both the screen and the monitor. The video chip is soldered to the system board and can not be replaced.
If the artifacts do not appear on the monitor, that implies the laptop screen is failing -- and while that can be replaced, it can be very expensive to do that, easily costing more than simply replacing the laptop.
