Operating System: Microsoft Windows 10 IOT

This appears to be an intermittent issue.  When using word the other day it almost seemed like a black dialogue box flashing  very quickly.  This happens randomly and gives the impression that there is a loose connection on the display. (doesn't only occur in word)   It is a brand new laptop and extremely frustrating.  Does anyone think that it may be a software problem or a fault with the laptop?

I reviewed your post and I understand that the display flashing.

 

Don’t worry, I assure you I will try my best to get this sorted.

 

I recommend you update the BIOS and the graphics driver from the below link and check whether the issue is resolved.
